Schools reach compromise on bussing plan

17 August 2007 — Johnston County Schools and Johnston County Commissioners reached a compromise Thursday to rescind a three-tier bus plan for the Clayton area schools.

Tuesday afternoon in a split vote and after a long and sometimes heated debate, the school board voted to endorse the school administration’s plan to move school start times to reduce the number of busses necessary in the area. The plan was to save the schools $1 million after the county failed to fund $1 million of their budget request.

During the debate, School Board Member Larry Strickland suggested drawing down the schools’ fund balance to make up the $1 million not funded, but Finance Director Dan Jones said the $2 million in the schools’ fund balance was necessary to pay bills from month to month.

School Board Member Kay Carroll suggested the school board go back to the county commissioners and ask them to dip into their reserves to avoid the change.

Following Tuesday’s meeting, School Board Chairman Fred Bartholomew and County Commissioners Chairman Cookie Pope exchanged a number of phone calls to discuss how the schools might be able to fund the necessary busses. The agreement reached also factors in utility expenses, but says if the schools are short money as a result of buying the necessary busses, the county will come up with the money.

Mr. Bartholomew said that school board members were not happy with the amount of notification given parents, and this will enable them to postpone this move at this time. He went on to say that he felt it was a good proposal to save money, and the county schools would probably implement it next year.
