Tax referendum will be on November ballot

15 August 2007 — Johnston County Commissioners voted Tuesday evening to put a tax referendum on the ballot in November.

In a very brief meeting, the county board passed a resolution calling for an “advisory referendum” on both the proposed sales tax increase and land transfer tax. The results of the election are non-binding on the commissioners.

Chairman Cookie Pope and Commissioner Wade Stewart opposed the proposed referendum, with the measure passing, 5-2.

Commissioners went into extended discussion during their meeting on August 6 on whether to put the proposed tax increase to a vote before agreeing to give the appointed Blue Ribbon Commission a brief opportunity to offer recommendations before voting.

Mrs. Pope said she would appear before that commission to ask for their input, if possible.

She reported that the commission would be making a full report at the September Board of Commissioners meeting, but that they had agreed to endorse the advisory referendum.

The referendum asks for authorization for levying a land transfer tax of up to four-tenths of a percent (0.4%) and increasing the sales tax by one-quarter percent (0.25%).

The county can levy either the land transfer tax or increase the sales tax, as recently authorized by the legislature, but not both.
