Tax incentives for airport customers

6 February 2008 — The Johnston County Airport will use a tax credit to help attract new customers and to help retain existing customers at the airport.
The airport received approval Monday during the regular monthly county commissioners meeting to begin offering tax incentives to aircraft owners who are potential renters at the airport. The county would grant back 50% of taxes on the aircraft housed at the airport on the condition that the owner buys 12,000 gallons of fuel per aircraft from the airport over the year.
The need for incentives became apparent when an existing customer of the airport chose to relocate his plane to a neighboring county which uses wholesale value for taxes on aircraft, and offered a slightly lower tax rate.
Ray Blackmon, who presented the proposal, said he believed that Johnston could attract some customers from Wake County with the incentives. While there is hangar space available currently, he is hopeful that many new customers would build their own hangar facilities.
In response to concerns by commissioners, an 18 month trial was proposed, and a five year sunset on the incentives set.
The plan would not begin until January of 2009, so the first rebates would not begin until the 2009 tax year.
Commissioner Allen Mims Jr. reported recently touring the airport and commented, “We’ve got an airport we can be proud of.”
