Board discusses teacher supplements
30 April 2008 — "We need to proceed with the teacher supplements,” Johnston County Board of Education Chairman Kay Carroll said.
Mr. Carroll was speaking during a board meeting Tuesday at the Johnston County School System Central Office at Smithfield. The board was discussing the proposed budget for 2008-2009.
Mr. Carroll said the session was intended to accomplish two goals. The first was to have the two county high schools built under the bond that was provided. The second goal is to have teacher supplements.
The board was trying to accomplish two things with the budget session: move the two high schools in the county closer to being built and to get the county to offer teacher supplements. He said the board wants to reduce as much of the school system’s needs as they can, on the county.
During the meeting, Art Stanley discussed line items on the budget and addressed questions from board members.
The proposed budget asks for a $5,352,483 increase, a 10.50-percent increase. The items that will affect the increase include: teacher salaries, supplements, other salaries, utilities, travel, charter schools and principal and assistant principal supplements and salary increases.
Following that discussion, board members discussed two options presented to the board by Johnston County Superintendent, Dr. Anthony Parker, concerning teacher salaries.
Prior to the meeting, Dr. Parker had provided board members with a handout detailing two options he was proposing concerning teacher salaries.
The first option, known as “Plan A” is giving Johnston County teachers a one-percent raise in their supplemental pay. Supplemental pay is pay intended to provide the teachers payment during the months there is no school.
The second option, “Plan B” is increasing the supplemental pay of all teachers by 0.5 percent.
Mr. Carroll said the board would like to “come back with Plan A” and also offer supplements to assistant principals., principals and classified employees. A classified employee is an employee who does not have a teaching certificate, such as maintenance and cafeteria workers.
Dr. Parker said he will bring this item back to the board with an adjustment to the May meeting.
